China has banned Buddhist monks in Tibet from reincarnation without government permission. The Tibetan parliament-in-exile passed a resolution denouncing the new order. Sounds like the Onion.

Nope. The Chinese imperial government had this privilege, even the current Dalai-Lama was granted an approval from Kuomintang, so they simply reclaimed it to enforce their control over rebellious monks.
Lamaist Buddists are sort of jerks, anyway. They considered Russian Emperors being reincarnation of some sort of their god (starting from Empress Elisabeth). And yeah, the current president is this god's reincarnation, too.
